Global Monitoring Finds Widespread Violations of Right to Information
4 October 2011, Ottawa – The largest global monitoring of the right of access to information in practice, the Ask Your Government! 6 Question Campaign has found widespread violations of the right to information with only 1 in 4 requests resulting in provision of full information.
480 requests for budget information were submitted in 80 countries by a global network of civil society organisations. No information at all was provided in response to over half of the requests and 38% of the requests elicited no response from the government body to which the request was sent (mute refusals).
The poor results come in spite of the fact that requesters made multiple resubmissions of the six questions, totalling 1061 formal requests made in the 80 countries, accompanied in many cases by phone calls, additional letters, faxes, and e-mails, and in some countries personal visits to the relevant public authorities.
As they presented the findings of the Ask Your Government! 6 Question Campaign in Ottawa during at the 7th International Conference of Information Commissioners, human rights organisations Access Info Europe and the Centre for Law and Democracy called on governments to improve respect for the right to information in practice.

España: débil control legislativo y fiscal de los Presupuestos del Estado y participación pública inexistente, según índice comparativo internacional
Madrid, 20 Octubre 2010 - España ha sumado 63 de 100 puntos en la Encuesta de Presupuesto Abierto, perdiendo puntos por la deficiente supervisión del Presupuesto General por parte del Legislativo y del Tribunal de Cuentas así como por la falta de participación ciudadana en el proceso presupuestario, revela hoy la organización pro-transparencia Access Info Europe.
Los niveles de transparencia presupuestaria en España han sido por primera vez evaluados mediante la Encuesta de Presupuesto Abierto, el índice bienal de los niveles de acceso y participación en los procesos presupuestarios en 94 países en todo el mundo. El monitoreo fue llevado a cabo por Access Info Europe y el International Budget Partnership, organización con sede en Washington.
Lanzamiento del Índice de Transparencia Presupuestaria 2010: Incluye España por Primera Vez
El día 20 de octubre Access Info Europe, junto con otros miembros de la Coalición Pro Acceso, presentará los resultados del proyecto internacional del Índice de Transparencia Presupuestaria que se lleva a cabo cada dos años en 94 países y que por primera vez incluye los datos de España.
Durante este acto se revelará en qué puesto ha quedado España y se presentará el informe internacional como parte del lanzamiento global del índice que se estará celebrando ese mismo día en los 94 países participantes de este proyecto.
