The law, which forms part of Sweden\u2019s constitution, recognises that press freedom is contingent upon access to information and states \u201cto that end free access should be allowed to all archives, for the purpose of copying such documents in loco or obtaining certified copies of them\u201d.<\/p>\n<p>An English translation of the original law can be found in the publication<a href=\"http:\/\/www.access-info.org\/wp-content\/uploads\/worlds_first_foia.pdf\" target=\"_self\" rel=\"noopener noreferrer\"> \u00abThe World\u00b4s First Freedom of Information Act &#8211; Anders Chydenius\u00b4 Legacy Today\u00bb<\/a> published in 2006 on the 240th anniversary of the adoption of the first access to information law by the <a href=\"http:\/\/www.chydenius.net\/eng\/articles\/artikkeli.asp?id=1021\" target=\"_self\" rel=\"noopener noreferrer\">Chydenius Foundation<\/a>. Anders Chydenius (1729-1803) was a Finnish enlightenment thinker and politician who played a crucial role in creating the new law in 1766.<\/p>\n<p>\u00b7 <strong>1789 France\u2019s <a href=\"http:\/\/www.access-info.org\/wp-content\/uploads\/cst2.pdf\" target=\"_self\" rel=\"noopener noreferrer\">Declaration of Human and Civic Rights<\/a><\/strong> which still forms part of the French Constitution establishes at Article 14 that: \u201cAll citizens have the right to ascertain, by themselves, or through their representatives, the need for a public tax, to consent to it freely, to watch over its use, and to determine its proportion, basis, collection and duration.\u201d Although this declaration has not been used as the basis for asserting a right of access to information in France, it does seem to provide for a public \u201cright to know\u201d about the spending of taxes.<\/p>\n<p>\u00b7 <strong>1946 <a href=\"http:\/\/www.worldlii.org\/int\/other\/UNGA\/1946\/87.pdf\" target=\"_self\" rel=\"noopener noreferrer\">UN General Assembly Resolution 59(1)<\/a> on Freedom of Information says<\/strong>: \u201cFreedom of Information is a fundamental right and is the touchstone of all the freedoms to which the United Nations is consecrated. Freedom of Information implies the right to gather, transmit and publish news anywhere and everywhere without fetters. As such it is an essential factor in any serious effort to promote the peace and progress of the word.\u201d This language was not however clearly understood or defined at the time as the right to request and receive information from public authorities.<\/p>\n<p>\u00b7 <strong>1966 United States of America adopts Freedom of Information Act<\/strong>: Enacted in 1966, The Freedom of Information Act (FOIA) is a federal law that establishes the public&#8217;s right to obtain information from federal government agencies. The FOIA is codified at 5 U.S.C. Section 552. \u00abAny person\u00bb can file a FOIA request, including U.S. citizens, foreign nationals, organizations, associations, and universities. In 1974, after the Watergate scandal, the Act was amended to force greater agency compliance. It was also amended in 1996 to allow for greater access to electronic information. An interesting article of the adoption of the US FOIA, and President Lyndon Johnson\u2019s reluctance to sign it, can be found on the website of the <a href=\"http:\/\/www.gwu.edu\/~nsarchiv\/NSAEBB\/NSAEBB194\/index.htm\" target=\"_self\" rel=\"noopener noreferrer\">National Security Archive<\/a>, along with a <a href=\"http:\/\/www.gwu.edu\/~nsarchiv\/nsa\/foialeghistory\/legistfoia.htm\" target=\"_self\" rel=\"noopener noreferrer\">history of subsequent amendments<\/a>.<\/p>\n<p>\u00b7 <strong>1981: Council of Europe adopts Recommendation to member States on the Access to Information Held by Public Authorities<\/strong>.
