{"id":11077,"date":"2010-09-29T08:31:01","date_gmt":"2010-09-29T06:31:01","guid":{"rendered":"https:\/\/www.access-info.org\/s3-thinking-info\/c38-laws-and-standards\/11077"},"modified":"2020-02-14T12:38:16","modified_gmt":"2020-02-14T11:38:16","slug":"rti-rating-methodology","status":"publish","type":"post","link":"https:\/\/www.access-info.org\/es\/2010-09-29\/rti-rating-methodology\/","title":{"rendered":"RTI Rating Methodology"},"content":{"rendered":"<h2>New RTI Legislation Rating Methodology Launched<\/h2>\n<p><em>29 September 2010<\/em>: A new tool for evaluating and comparing national right to information frameworks was launched today by Access Info Europe (Madrid, Spain) and the Centre for Law and Democracy (Halifax, Canada) as part of activities to mark the week of International Right to Know Day (28 September).<\/p>\n<p>Th<img decoding=\"async\" class=\" alignright size-full wp-image-11071\" style=\"float: right;\" src=\"http:\/\/www.access-info.org\/wp-content\/uploads\/Macro_Indicators_RTI_Rating.jpg\" alt=\"Macro_Indicators_RTI_Rating\" width=\"390\" height=\"217\" srcset=\"https:\/\/www.access-info.org\/wp-content\/uploads\/Macro_Indicators_RTI_Rating-300x168.jpg 300w, https:\/\/www.access-info.org\/wp-content\/uploads\/Macro_Indicators_RTI_Rating.jpg 374w\" sizes=\"(max-width: 390px) 100vw, 390px\" \/>e Right to Information (RTI) Legislation Rating Methodology is a tool to assess the overall legal framework for the right to information, based on how well that framework gives effect to the right to access information held by public authorities.<\/p>\n<p>The seven key elements of the right of access to information are: the Right of Access, Scope, Requesting Procedures, Exceptions and Refusals, Appeals, Sanctions and Protections, and Promotional Measures. They are weighted as follows out of a possible total of 150 points based on 61 Indicators.<\/p>\n<p>An <a class=\"jce_file\" title=\"Advisory_Council_list.pdf\" href=\"http:\/\/www.access-info.org\/wp-content\/uploads\/Advisory_Council_list.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Advisory Council<\/a> of renowned experts on the right to information has been advising CLD and Access Info Europe on the development of the Indicators, available here. <a class=\"jce_file\" title=\"Indicators.D9.pdf\" href=\"http:\/\/www.access-info.org\/wp-content\/uploads\/Indicators.D9.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><img decoding=\"async\" class=\" size-full wp-image-10727\" src=\"http:\/\/www.access-info.org\/wp-content\/uploads\/file_pdf.png\" alt=\"file_pdf\" width=\"16\" height=\"16\" \/><\/a> <a class=\"jce_file_custom\" title=\"Indicators.D9.doc\" href=\"http:\/\/www.access-info.org\/wp-content\/uploads\/Indicators.D9.doc\"><img decoding=\"async\" class=\" size-full wp-image-10832\" src=\"http:\/\/www.access-info.org\/wp-content\/uploads\/file_doc.png\" alt=\"file_doc\" width=\"16\" height=\"16\" \/><\/a><\/p>\n<p><em>\u00abThis Methodology will provide a detailed comparative ranking of the world\u2019s over 80 access to information regimes,\u201d<\/em> said Helen Darbishire of Access Info Europe. <em>\u201cThis is essential for gaining a deeper understanding of the right to information and promoting compliance with common minimum standards.\u201d<\/em><\/p>\n<p>Toby Mendel of the Centre for Law and Democracy added: <em>\u201cBy breaking down the rating into seven different thematic areas, this Methodology provides a detailed assessment of specific strengths and weaknesses. This is an invaluable tool for civil society groups promoting RTI law reform.\u201d<\/em><\/p>\n<p>The seven key elements of the right of access to information are: the Right of Access, Scope, Requesting Procedures, Exceptions and Refusals, Appeals, Sanctions and Protections, and Promotional Measures.
