{"id":11086,"date":"2010-10-19T15:55:18","date_gmt":"2010-10-19T15:55:18","guid":{"rendered":"https:\/\/www.access-info.org\/s1-advancing-the-right-to-know\/c3-spain\/11086"},"modified":"2018-11-13T10:13:39","modified_gmt":"2018-11-13T09:13:39","slug":"obi-results-spain-2010","status":"publish","type":"post","link":"https:\/\/www.access-info.org\/es\/2010-10-19\/obi-results-spain-2010\/","title":{"rendered":"OBI Results Spain 2010"},"content":{"rendered":"<h1><span style=\"font-size: 12pt;\">Spain: Public Participation in budget-making non-existent,finds international survey<\/span><\/h1>\n<p>Madrid, 20 October 2010 &#8211; Spain has scored 63 out of a possible 100 in the Open Budget Index, losing points for weak oversight by the Legislature and the Audit Institution as well as for complete lack of participation in the budgeting process, the pro-transparency organisation Access Info Europe revealed today.<\/p>\n<p><!--more--><\/p>\n<p>Spain\u2019s overall score of 63 puts it in 17th place in the ranking, behind developed democracies such as France, Norway, and the UK, and also behind newer democracies such as South Africa, Peru, Chile, Brazil, Slovenia, Sri Lanka, India and Poland.<\/p>\n<p>For the first time the levels of budget transparency in Spain have been evaluated as part of the Open Budget Index, a ranking of the levels of access to information and participation in budgeting in 94 countries worldwide. The research was conducted by Access Info Europe and the International Budget Partnership, a Washington-based organisation.<\/p>\n<p>\u201cThe lack of opportunities for participation in the budget-making process in Spain is one of the factors creating a gulf between the government and the public that is contributing to social discontent in this time of severe economic crisis,\u201d commented Carlos Cordero, member of Access Info Europe\u2019s Executive Board.<\/p>\n<h2><strong>The main findings for Spain are:<\/strong><\/h2>\n<p>\u2022 A failure by the Executive to publish a Pre-Budget Statement, a Citizen\u2019s Budget, and Mid-Year Reviews;<\/p>\n<p>\u2022 Lack of consultations with public or civil society or independent experts by either the Executive or the Legislature;<\/p>\n<p>\u2022 Weak powers for the Legislature which does not approve changes to the budget during the fiscal year;<\/p>\n<p>\u2022 Absence of timely reports by the Audit Authority (Tribunal de Cuentas) on the final spending of national Government Departments<\/p>\n<p>\u2022 Lack of information from the Tribunal de Cuentas on how the Executive is following its recommendations.<\/p>\n<h2><strong>The International Budget Partnership and Access Info recommend that Spain should:<\/strong><\/h2>\n<p>\u2022 publish its Pre-Budget Statement;<\/p>\n<p>\u2022 produce and publish a Citizen\u2019s Budget and a Mid-Year Review;<\/p>\n<p>\u2022 improve the comprehensiveness of the In-Year Reports and the Audit Report;<\/p>\n<p>\u2022 provide opportunities for the public to attend legislative hearings on the budget;<\/p>\n<p>\u2022 increase the powers of the Legislature and Tribunal de Cuentas to provide more comprehensive oversight of the budget.<\/p>\n<p><a href=\"http:\/\/www.access-info.org\/wp-content\/uploads\/Final_English_OBI_Report.pdf\" target=\"_blank\">Report: Open Budgets.
