Greece and the UK have already sided with the Council and other member states are reported to be considering joining the appeal.<\/p>\n<table dir=\"ltr\" style=\"border: 0pt solid #7f7f7f; text-align: right; width: 328px; height: 281px;\" border=\"0\" cellspacing=\"10\" align=\"right\">\n<tbody style=\"text-align: left;\">\n<tr style=\"text-align: left;\">\n<td style=\"text-align: left;\">\n<p style=\"text-align: left;\"><img decoding=\"async\" class=\" size-full wp-image-11305\" style=\"border: 2px solid #7f7f7f; vertical-align: bottom;\" src=\"http:\/\/www.access-info.org\/wp-content\/uploads\/building_EU_democracy.jpg\" alt=\"building_EU_democracy\" width=\"300\" height=\"199\" srcset=\"https:\/\/www.access-info.org\/wp-content\/uploads\/building_EU_democracy-300x199.jpg 300w, https:\/\/www.access-info.org\/wp-content\/uploads\/building_EU_democracy.jpg 500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/p>\n<\/td>\n<\/tr>\n<tr style=\"text-align: left;\">\n<td style=\"text-align: left;\">\n<p style=\"text-align: center;\"><span style=\"font-family: trebuchet ms,geneva;\"><span style=\"font-size: 9pt;\">New Council of the European Union Building:<br \/>\nDemocracy under Construction?<\/span><\/span><\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>In the case of <em>Access Info Europe v Council of the European Union<\/em> (Case T-233\/09), the General Court concluded that the Council&#8217;s practice of releasing documents on legislative negotiations only after blanking out the names of the countries making proposals was illegitimate.<\/p>\n<p>The Court argued that \u00abIf citizens are to be able to exercise their democratic rights, they must be in a position to follow in detail the decision-making process\u00bb and \u00abto have access to all relevant information.\u00bb<\/p>\n<p>The Council, however, is questioning the General Court&#8217;s reasoning and is seeking to ensure that such information on future legislation remains secret. Over 50% of national legislation originates from the European Union.<\/p>\n<p>Access Info is concerned that a reversal of this ruling will permit greater \u00abpolicy laundering\u00bb by EU Member States.
