{"id":11330,"date":"2011-09-27T19:38:21","date_gmt":"2011-09-27T19:38:21","guid":{"rendered":"https:\/\/www.access-info.org\/s1-advancing-the-right-to-know\/c3-spain\/11330"},"modified":"2018-11-13T10:13:30","modified_gmt":"2018-11-13T09:13:30","slug":"proposals-for-transparency","status":"publish","type":"post","link":"https:\/\/www.access-info.org\/es\/2011-09-27\/proposals-for-transparency\/","title":{"rendered":"Closer Every Day to an Access to Information law in Spain?"},"content":{"rendered":"<h1><img decoding=\"async\" class=\" alignright size-full wp-image-11329\" style=\"border: 2px solid #a9a9a9; margin: 5px 0px 5px 10px; float: right;\" src=\"http:\/\/www.access-info.org\/wp-content\/uploads\/Poster_A4_small.jpg\" alt=\"Poster_A4_small\" width=\"179\" height=\"253\" srcset=\"https:\/\/www.access-info.org\/wp-content\/uploads\/Poster_A4_small-212x300.jpg 212w, https:\/\/www.access-info.org\/wp-content\/uploads\/Poster_A4_small.jpg 248w\" sizes=\"(max-width: 179px) 100vw, 179px\" \/><\/h1>\n<p><em>Madrid 28 September 2011<\/em> &#8211; Today Access Info Europe and the <a href=\"http:\/\/www.proacceso.org\/\" target=\"_blank\">Coalici\u00f3n Pro Acceso<\/a> will hold a round table to celebrate International Right to Know Day with members of four Spanish political parties to discuss their proposals for transparency in the next legislative period.<\/p>\n<p>&nbsp;<\/p>\n<p>Spain\u2019s two major political parties, the Spanish Socialist Workers Party (PSOE), currently in government, and the Popular Party (PP), have both drafted proposed transparency laws yet neither of the drafts meet with the <a href=\"http:\/\/www.proacceso.org\/los-nueve-principios\/\" target=\"_blank\">10 basic principles <\/a>for the law established by the Spanish civil society platform, the Coalici\u00f3n Pro Acceso.<\/p>\n<p><!--more--><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>With elections less than two months away Access Info and other members of the Coalition have been calling on all parties to pledge to adopt an access to information law should they enter into government after the 20 November elections. An access to information law was first promised to Spanish citizens in the 2004 electoral manifesto of the PSOE party in 2004, yet seven years later Spain remains the only country in Europe with more than a million inhabitants without such a law.<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cBoth parties promise more transparency but until now their proposed draft laws continue to be insufficient to be able to achieve a significant degree of transparency\u201d commented Victoria Anderica \u201cThe recognition of the principle that all public information should be available to the public should be clear and the creation of an independent oversight body to guarantee the right of access to information is essential to the proper implementation of the law; both draft laws should reflect this.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>During the round table the four parties will have the opportunity to present their party\u2019s proposals on transparency and access to information. These proposals will then be discussed alongside the 10 principles of the Coalici\u00f3n Pro Acceso. The ten principles include the establishment of an independent oversight body to safeguard citizens\u2019 right to public information and for the right of Access to Information to be recognised as a fundamental human right.<\/p>\n<p>&nbsp;<\/p>\n<p>The Coalici\u00f3n Pro Acceso calls on all political parties to support the 10 principles. <a href=\"http:\/\/www.proacceso.org\/apoya-los-principios\/\" target=\"_blank\">Click here to support the 10 Principles.<\/a><\/p>\n<p>&nbsp;<\/p>\n<p>The round table is open to press and the public.
