{"id":11635,"date":"2012-05-30T14:55:51","date_gmt":"2012-05-30T14:55:51","guid":{"rendered":"https:\/\/www.access-info.org\/s1-advancing-the-right-to-know\/c3-spain\/11635"},"modified":"2018-11-13T10:13:18","modified_gmt":"2018-11-13T09:13:18","slug":"eurovegas-projet-betting-on-secrecy","status":"publish","type":"post","link":"https:\/\/www.access-info.org\/es\/2012-05-30\/eurovegas-projet-betting-on-secrecy\/","title":{"rendered":"Eurovegas: A megaproject betting on secrecy"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p><em style=\"mso-bidi-font-style: normal;\"><em style=\"mso-bidi-font-style: normal;\"><span lang=\"EN-US\" style=\"font-size: 10.0pt; font-family: &amp;amp; mso-fareast-font-family: Calibri; mso-bidi-font-family: Calibri; color: black; mso-ansi-language: EN-US; mso-fareast-language: AR-SA; mso-bidi-language: AR-SA;\"><img decoding=\"async\" class=\" alignright size-full wp-image-11633\" style=\"margin: 5px 10px; border: 2px solid #515151; float: right;\" src=\"http:\/\/www.access-info.org\/wp-content\/uploads\/eurovegas_atocha.jpg\" alt=\"eurovegas_atocha\" width=\"320\" height=\"240\" srcset=\"https:\/\/www.access-info.org\/wp-content\/uploads\/eurovegas_atocha-300x225.jpg 300w, https:\/\/www.access-info.org\/wp-content\/uploads\/eurovegas_atocha.jpg 320w\" sizes=\"(max-width: 320px) 100vw, 320px\" \/>Madrid, 30 May 2012<\/span><\/em><em><span lang=\"EN-US\" style=\"font-size: 10pt; font-family: &amp;amp; color: black;\"> \u2013\u00a0 <\/span><\/em><\/em>The serious lack of transparency around the proposed massive \u00abEurovegas\u00bb gambling, events and entertainment project was criticised today in a detailed report by the civil society platform <strong>\u201c<a href=\"http:\/\/www.eurovegasno.blogspot.com.es\/\" target=\"_blank\">Eurovegas NO<\/a>\u201d<\/strong>, which accuses the Spanish government of violating national and European laws on access to information and public participation.<\/p>\n<p>The report <a href=\"http:\/\/www.access-info.org\/wp-content\/uploads\/Informe_transparencia.pdf\" target=\"_blank\">\u201c<strong><em>Eurovegas: a megaproject betting on secrecy<\/em><\/strong>\u201d <\/a>provides concrete examples of the opacity shrouding the tender process which impacts on urban planning as well as economic, social and fiscal policies.<\/p>\n<p>To date, no response has been received to any information request presented to the Madrid regional and town authorities nor those to the Ministry of Industry, Energy and Tourism submitted via the request site <a href=\"http:\/\/www.tuderechoasaber.es\/\">www.tuderechoasaber.es<\/a>.<\/p>\n<p>The Eurovegas NO platform is calling on the Spanish and regional governments to respect the fundamental right of access to information, not yet regulated by law in Spain.<\/p>\n<p><!--more--><\/p>\n<p>The main conclusions and recommendations presented by the report are that:<\/p>\n<p>\u00bb\u00a0\u00a0\u00a0\u00a0\u00a0 The autonomous government of Madrid is violating its legal obligation to conduct and publish an environmental impact assessment of the megaconstruction project;<br \/>\n\u00bb\u00a0\u00a0\u00a0\u00a0\u00a0 None of the reports that allegedly demonstrate the positive impact of the megaconstruction project on employment have been published, and neither has information been provided about the impact of this project on Spain&#8217;s external debt, or on the costs that it will generate to the Spanish tax-payer;<br \/>\n\u00bb\u00a0\u00a0\u00a0\u00a0\u00a0 On several occasions, public interest organisations such as Ecologistas en Acci\u00f3n from the South of Madrid and the platform \u201cStop Eurovegas Alcorc\u00f3n\u201d, have been prevented from asking questions during the plenary sessions at the Alcorc\u00f3n City Hall.<\/p>\n<p>Furthermore, the report points to possible irregularities in the negotiations with a foreign investor regarding a gambling related project, this sector being subject to specific norms which require that casino licenses be awarded via open and public tender, to which Spanish and European companies can bid.<\/p>\n<p>With the aim of ending the secrecy surrounding the future construction, a citizen living close to the intended site, and member of the platform \u201cStop Eurovegas\u201d, launched a petition today on <a href=\"http:\/\/www.change.org\/es\/peticiones\/publiquen-los-informes-sobre-eurovegas\" target=\"_blank\">Change.org<\/a> which the public can sign to demand access to the evaluations, reports, and impact assessments which legally should have been undertaken and published by national and regional authorities.<\/p>\n<p>In the extraordinary assembly called in Alcorcon, the local municipal government of Madrid which is the prospective site of Eurovegas, the reigning centre-right Popular Party spokesperson justified the lack of information and participation saying that the project is still just \u201chot air\u201d. Hot air or reality, residents are lacking information with which to evaluate the plans. No tangible data or reports are exit to back the project.
