{"id":27712,"date":"2017-02-20T09:00:20","date_gmt":"2017-02-20T08:00:20","guid":{"rendered":"https:\/\/www.access-info.org\/?p=27712"},"modified":"2018-11-13T10:03:42","modified_gmt":"2018-11-13T09:03:42","slug":"commission-data-reveals-lobby-transparency-loopholes-and-corporate-bias","status":"publish","type":"post","link":"https:\/\/www.access-info.org\/es\/2017-02-20\/commission-data-reveals-lobby-transparency-loopholes-and-corporate-bias\/","title":{"rendered":"Commission data reveals lobby transparency loopholes and corporate bias"},"content":{"rendered":"<p><em><div class=\"fusion-fullwidth fullwidth-box fusion-builder-row-1 hundred-percent-fullwidth non-hundred-percent-height-scrolling\" style=\"--awb-border-radius-top-left:0px;--awb-border-radius-top-right:0px;--awb-border-radius-bottom-right:0px;--awb-border-radius-bottom-left:0px;--awb-overflow:visible;--awb-flex-wrap:wrap;\" ><div class=\"fusion-builder-row fusion-row\"><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-0 fusion_builder_column_1_1 1_1 fusion-one-full fusion-column-first fusion-column-last fusion-column-no-min-height\" style=\"--awb-bg-size:cover;--awb-margin-bottom:0px;\"><div class=\"fusion-column-wrapper fusion-flex-column-wrapper-legacy\">[Article first published by <a href=\"https:\/\/www.alter-eu.org\/corporate-interests-dominate-eu-lobbying-on-financial-services\" target=\"_blank\">ALTER-EU<\/a>.]<\/em><\/p>\n<p><strong>President Juncker\u00b4s proactive transparency policy continues to fail to address loopholes in lobbying transparency rules and does not ensure balanced stakeholder consultation, according to a new analysis by the Alliance for Transparency and Ethics Regulation (ALTER-EU).<\/strong><\/p>\n<p><em>Brussels\/Madrid, 20 February 2017<\/em> &#8211; <a href=\"https:\/\/www.alter-eu.org\/\" target=\"_blank\">ALTER-EU<\/a> criticised the loopholes in the Commission\u2019s policy on lobby transparency after its latest research exposes that <a href=\"https:\/\/www.access-info.org\/wp-content\/uploads\/alter-eu-dgfisma-1.png\" target=\"_blank\">81 per cent of lobby meetings with DG FISMA<\/a> between January and July 2016 fell outside the current proactive transparency obligations. These meetings (held only with lower-level officials) are not subject to the Commission\u2019s disclosure regime and undermine the objectives of the rules to increase lobbying transparency.<\/p>\n<p>The data also reveals persistent corporate dominance in lobby meetings. Of the meetings held between January and July 2016 with lower level DG FISMA officials (who not required to proactively publish their meetings), <a href=\"https:\/\/www.access-info.org\/wp-content\/uploads\/alter-eu-dgfisma-2.png\" target=\"_blank\">92 per cent were held with corporate interest representatives<\/a>.<\/p>\n<p>The data disclosed by the Commission also reveals that unregistered lobbyists have been able to meet high level officials covered by the proactive transparency rules. On top of also breaking the rules, <a href=\"https:\/\/www.access-info.org\/wp-content\/uploads\/alter-eu-dgfisma-3.png\" target=\"_blank\">13 per cent of all lobby meetings with DG FISMA officials<\/a> were with unregistered lobbyists.<\/p>\n<p>On behalf of ALTER-EU, transparency campaigner Andreas Pavlou explained:<\/p>\n<p>\u201c<em>The Commission must reform and expand its lobby transparency policy. Our analysis proves that loopholes are heavily exploited by lobbyists, which undermines the rules and shows the need for greater proactive transparency of lobby meetings at all levels of the Commission.<\/em>\u201d<\/p>\n<p>Andreas Pavlou added:<\/p>\n<p>\u201c<em>As it is, the current regime makes it impossible for citizens to get a full picture of who is influencing EU policy-making. The big imbalance in lobby meetings with EU officials provides corporate interests with privileged access to the EU institutions. Juncker\u2019s goal for \u2018appropriate balance and representativeness\u2019 in the Commission\u2019s consultation of stakehodlers is still not backed by meaningful action.<\/em>\u201d<\/p>\n<p>ALTER-EU\u2019s findings reflect the disregard with which Commission bodies are treating the Working Methods President Juncker introduced in 2014 to improve the oversight and accountability of EU officials meeting with lobbyists, and to increase stakeholder balance.<\/p>\n<p>Unfortunately, this pattern of opacity is not unique to DG FISMA.
