{"id":27873,"date":"2017-03-10T11:05:42","date_gmt":"2017-03-10T10:05:42","guid":{"rendered":"https:\/\/www.access-info.org\/?p=27873"},"modified":"2018-11-13T10:03:41","modified_gmt":"2018-11-13T09:03:41","slug":"commissioners-expenses-campaign-update-eu-continues-to-refuse-to-recognise-requests","status":"publish","type":"post","link":"https:\/\/www.access-info.org\/es\/2017-03-10\/commissioners-expenses-campaign-update-eu-continues-to-refuse-to-recognise-requests\/","title":{"rendered":"Commissioners\u2019 Expenses Campaign Update: EU continues to refuse to recognise requests"},"content":{"rendered":"<p><i>Madrid, 10 March 2017<\/i> \u2013 Access Info Europe today condemned the European Commission\u2019s refusal to process 189 requests for data on <a href=\"https:\/\/www.access-info.org\/commissioners-expenses\" target=\"_blank\">EU Commissioner\u2019s travel expenses<\/a> submitted by 120 people in January 2017.<\/p>\n<p>In a formal complaint sent today, Access Info alleges a serious violation of the access to documents rights of these 120 individuals by lumping all 189 requests together and then claiming that the time needed to answer would be unreasonable for one request \u2013 a total of 75.5 working days according to the Commission.<\/p>\n<p>The complaint rejects the \u201cfair solution\u201d offered by the Secretariat General of the Commission, in an email Access Info\u2019s Director Helen Darbishire, to provide just a two-month slice of the 2016 travel expenses of some Commissioners.<\/p>\n<p>\u201c<i>It is unprecedented for the Commission to<\/i><i> attempt to<\/i><i> deny the reality that 120 European citizens and residents exercised their right of access to EU documents<\/i>,\u201d stated Helen Darbishire, Executive Director of Access Info Europe.<\/p>\n<p>In a further, unusual, twist, the Commission\u2019s mail states that it will not even consider providing data for President Juncker, First Vice President Timmermans and Commissioners Ca\u00f1ete, Stylianides, and Oettinger. The argument here is that <a href=\"https:\/\/www.access-info.org\/eut\/27442\" target=\"_blank\">it had previously provided<\/a> some travel expenses data for these Commissioners (although in fact these were 2015 expenses, not 2016 as per the scope of the requests sent in January).<\/p>\n<p>\u201c<i>Not only is it shocking to have to<\/i><i> defend the rule of law within European Union institutions<\/i><i>, but <\/i><i>this arbitrary refusal to even process requests for the <\/i><i>travel expenses of specific Commissioners<\/i><i> is <\/i><i>particularly <\/i><i>problematic, if not suspicious<\/i><i>,<\/i>\u201d added Darbishire.<\/p>\n<p>Access Info\u2019s complaint alleges a series of violations of the rights of all the requesters of the EU\u2019s access to documents rules (known as Regulation 1049\/2001), and of the Code of Good Administrative Practice.
