{"id":29705,"date":"2017-10-17T11:43:08","date_gmt":"2017-10-17T09:43:08","guid":{"rendered":"https:\/\/www.access-info.org\/?p=29705"},"modified":"2018-11-13T10:03:07","modified_gmt":"2018-11-13T09:03:07","slug":"review-process-tackling-meps-allowances-avoids-public-scrutiny","status":"publish","type":"post","link":"https:\/\/www.access-info.org\/es\/2017-10-17\/review-process-tackling-meps-allowances-avoids-public-scrutiny\/","title":{"rendered":"Review process tackling MEPs allowances avoids public scrutiny"},"content":{"rendered":"<p><em>Madrid, 17 October 2017<\/em> &#8211; Access Info Europe has criticised the European Parliament\u2019s refusal to disclose information in full relating to the revision of Member of the European Parliament\u2019s General Expenditure Allowance (GEA), following an access to EU documents request.<\/p>\n<p>The Parliament Bureau\u2019s \u2018Ad hoc Working Group on the GEA\u2019 denied access to a note containing the background, advice, and proposals for the rules, and a list of questions to be discussed, fearing that disclosure of the information would make it unable to reach a decision on the review of MEP allowances.<\/p>\n<p>\u201c<em>The<\/em> <em>refusal to recognise the overriding public interest in the revision of the rules relating to MEP allowances is concerning, especially as these discussions will determine how almost \u20ac40m of public money is spent every year,<\/em>\u201d stated Andreas Pavlou, Access Info Europe.<\/p>\n<p>The management of the GEA has come under considerable criticism, as anticorruption watchdog Transparency International EU <a href=\"http:\/\/transparency.eu\/gea\/\" target=\"_blank\" rel=\"noopener noreferrer\">recently revealed<\/a> there are almost no financial controls or transparency over the GEA budget line, even though almost all MEPs claim allowances from the fund.<\/p>\n<p>Yet, MEPs are aware of the need for greater transparency, <a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?pubRef=-\/\/EP\/\/TEXT+TA+P8-TA-2016-0150+0+DOC+XML+V0\/\/EN&amp;language=EN\" target=\"_blank\" rel=\"noopener noreferrer\">having called<\/a> upon the Bureau to look into the rules around the GEA and the need to introduce an accountability mechanism back in 2016.<\/p>\n<p>\u201c<em>Everyone knows that the GEA structure needs reform, but it seems only a select few will take the decision with no apparent inclination to have open and frank conversations with their colleagues in the Parliament, let alone with the general public,\u201d <\/em>added Pavlou.<\/p>\n<p>The pressure for greater spending transparency has grown in recent years.
