{"id":30293,"date":"2018-02-02T14:48:24","date_gmt":"2018-02-02T13:48:24","guid":{"rendered":"https:\/\/www.access-info.org\/?p=30293"},"modified":"2018-11-13T10:03:05","modified_gmt":"2018-11-13T09:03:05","slug":"european-commission-formalises-commitment-to-public-travel-expenses","status":"publish","type":"post","link":"https:\/\/www.access-info.org\/es\/2018-02-02\/european-commission-formalises-commitment-to-public-travel-expenses\/","title":{"rendered":"European Commission formalises commitment to public travel expenses"},"content":{"rendered":"<p><em>Madrid, 2 February 2018 &#8211;<\/em> The European Commission has formalised its commitment, first pledged in September 2017, to make public the travel expenses of the Commissioners: on 31 January 2018 the new <a href=\"https:\/\/ec.europa.eu\/info\/sites\/info\/files\/code-of-conduct-for-commissioners-2018_en_0.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Code of Conduct for the Members of the European Commission<\/a> was published and it confirms that mission expenses will be published every two months.<\/p>\n<p>This commitment in the new Code of Conduct comes exactly one year since, on 27 January 2017, Access Info launched <a href=\"https:\/\/www.access-info.org\/commissioners-expenses\" target=\"_blank\" rel=\"noopener noreferrer\">a public campaign<\/a> calling for publication of the Commissioners\u2019 travel expenses. The campaign attracted media coverage, over both the lack of transparency and \u2013 based on some of the data obtained \u2013 issues such as the use of private air taxis by some Commissioners.<\/p>\n<p>Access Info today expressed cautious welcome the new Code of Conduct, which states that expenses will be published each two months, and the accompanying press release that promises publication as of February 2018, noting that that the precise level of detail in the future publication of the travel costs is still not known.<\/p>\n<p>\u201c<em>This is an important step for the public\u2019s right to know, but the devil is in the detail<\/em>,\u201d commented Helen Darbishire, Executive Director of Access Info.<\/p>\n<p>\u201c<em>The provision refers to publication of an \u2018overview\u2019, so we will need to see whether the publication of the travel expenses will be sufficient for public scrutiny<\/em>,\u201d added Darbishire.<\/p>\n<p>Access Info noted that the new Code also contains a possible exception on grounds such as public\u00a0security,\u00a0defence, and international\u00a0relations, which are standard exceptions so long as not overly broadly applied.<\/p>\n<p>The new Code of Conduct, includes transparency of the travel expenses in an article on \u201cthe principle of integrity\u201d, which also prohibits use of free travel unless authorised by the President.
