The analysis measures how well national laws align with the Council of Europe\u2019s Troms\u00f8 Convention and other international standards.<\/em><\/span><\/strong><\/p>\n<h2 class=\"\" style=\"--fontsize: 22; line-height: 1.23; --minfontsize: 22;\" data-fontsize=\"22\" data-lineheight=\"27.059999465942383px\"><strong><span style=\"font-family: georgia, palatino, serif; font-size: 12pt; color: #000000;\">About the study <\/span><\/strong><\/h2>\n<p data-start=\"1005\" data-end=\"1313\"><span style=\"font-family: georgia, palatino, serif; font-size: 12pt;\"><span style=\"color: #000000;\">The research was carri<\/span>ed out under the <strong data-start=\"1044\" data-end=\"1091\">Access to Information Network Project<\/strong>, a three-year initiative led by Access Info Europe, mySociety, and the Open Knowledge Foundation Germany. The project aims to build a strong, collaborative European community advocating for better access to information.<\/span><\/p>\n<p>As part of this work, Access Info conducted a detailed legal assessment of ATI frameworks of the 15 countries in Europe that have a public request platform, such as <a href=\"https:\/\/www.asktheeu.org\/\" data-end=\"769\" data-start=\"729\">AskTheEU.org<\/a>, which enable citizens to file ATI requests directly with public authorities. To strengthen transparency, all requests, responses and released documents are published online.<\/p>\n<p data-start=\"1315\" data-end=\"1695\"><span style=\"font-family: georgia, palatino, serif; font-size: 12pt;\">The evaluation was based on the first ten articles of the Troms\u00f8 Convention, using a scoring system of up to 300 points. Together, we used the findings to push for legal reforms, raise public awareness, and build stronger coalitions for transparency.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">France<\/span><\/strong><\/p>\n<ul>\n<li><span style=\"font-family: georgia, palatino, serif; font-size: 12pt;\">Partner organisation: Open Knowledge France<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif; font-size: 12pt;\">Public request platform: <a href=\"https:\/\/madada.fr\/\">madada.fr <\/a><\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: georgia, palatino, serif; font-size: 12pt;\">Open Knowledge France sent the <a href=\"https:\/\/www.access-info.org\/2025-01-17\/legal-recommendations-to-strengthen-access-to-documents-in-france\/\">legal reform recommendations<\/a> to the French Government and <a href=\"https:\/\/madada.frama.space\/s\/PXkFxQ5EZXiQwT4\">called for the ratification of the Troms\u00f8 Convention<\/a>, a step strongly recommended by GRECO in its Fifth Evaluation Report on France.<\/span><\/p>\n<p><span style=\"font-family: georgia, palatino, serif; font-size: 12pt;\">One of the biggest challenges in France is low public awareness and use of the access to documents law. Empowering journalists and citizens with the knowledge and tools to exercise this right is crucial to push for government accountability and transparency. Open Knowledge France held two training workshops for French journalists on how to use their right to access documents, and developed a <a href=\"https:\/\/madada.frama.space\/s\/bTQankdrwB8aZro\">practical guide for the public <\/a>on submitting requests.<\/span><\/p>\n<p><span style=\"font-family: georgia, palatino, serif; font-size: 12pt;\">Due to the training and awareness efforts of Open Knowledge France, there has already been a notable increase in information requests submitted through the <a href=\"https:\/\/madada.fr\/\">MaDada platform<\/a>, covering topics from animal protection to public spending.<\/span><\/p>\n<h2 class=\"\" style=\"--fontsize: 22; line-height: 1.23; --minfontsize: 22;\" data-fontsize=\"22\" data-lineheight=\"27.059999465942383px\"><strong><span style=\"font-family: georgia, palatino, serif; font-size: 12pt; color: #000000;\">Greece<\/span><\/strong><\/h2>\n<ul>\n<li><span style=\"font-family: georgia, palatino, serif; font-size: 12pt;\">Partner organisation: Vouliwatch<\/span><\/li>\n<li><span style=\"font-family: georgia, palatino, serif; font-size: 12pt;\">Public request platform: <a href=\"https:\/\/www.arthro5a.gr\/\">arthro5a.gr<\/a><\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: georgia, palatino, serif; font-size: 12pt;\">Vouliwatch used the<a href=\"https:\/\/www.access-info.org\/2024-11-07\/strengthening-transparency-new-roadmap-for-greece-and-moldova-to-align-access-to-information-laws-with-global-standards\/\"> legal reform recommendations<\/a> during the consultation on amending Article 5 of the national law, which previously required individuals to prove \u201clegal interest\u201d to request information.<\/span><\/p>\n<p><span style=\"font-family: georgia, palatino, serif; font-size: 12pt;\">Vouliwatch launched a public campaign to raise awareness about the right to information, and hosted a <a href=\"https:\/\/vouliwatch.gr\/events\/article\/ergastirio-dikaioma-prosvasis-stin-pliroforia\">workshop<\/a> to train local journalists and civil society on leveraging access to information to drive real impact. Through this workshop, Vouliwatch formed the \u00abAlliance of Civil Society Organizations and Journalists,\u00bb which sent <a href=\"https:\/\/vouliwatch.gr\/resources\/file\/2024\/10\/4\/b8d7d6cc-4242-40a8-8fb8-d084b1b34a86.pdf\">a joint letter<\/a> to the Greek executive and legislative authorities, requesting a meeting to further discuss necessary reforms.<\/span><\/p>\n<p><span style=\"font-family: georgia, palatino, serif; font-size: 12pt;\">These efforts proved successful: the amendment to Article 5 now ensures that individuals no longer need to prove \u00ablegal interest\u00bb to submit a request.
